Overview

The next time you visit Hawthorne Studio to build or upgrade your hi-fi setup, glance across 63rd Street and you’ll notice an empty lot humming with heavy equipment—development has begun. Jenkins Properties is building the new Roosevelt Manor, a new 8-story, 131-unit apartment building with over 4,700 square feet of street-level commercial space. The building will offer a range of unit types, including studios, one-bedroom, two-bedroom, and reduced-rent apartments.

It will also have 37 parking spots and a bike room for up to 114 bikes.

The development team—Jenkins Properties, Euclid Development LLC, Public 47, and Sierra Construction—is targeting a 2027 opening.

Context

The original Roosevelt Manor was a four-story, 31-unit apartment building with street-level shops, built in 1960. Jenkins Properties has owned and managed the original Roosevelt Manor since the 2000s. In 2023, after acquiring the neighboring lot at 6215 Roosevelt Way NE, Jenkins Properties began planning the new Roosevelt Manor. The original building was subsequently torn down, and construction on the new one began in 2026.

According to the Seattle GeoData Current Land Use Zoning Detail, the new Roosevelt Manor site is classified as NC2P-75 (M1), meaning it is approved for both commercial and residential use. This classification was updated in April 2019 under City Ordinance 125791, and the site is subject to Mandatory Housing Affordability requirements, meaning a portion of its units must be offered at reduced rates for lower-income residents.

Updates

According to Shaping Seattle, construction started in 2026 with the goal to open in 2027.

Issues

Before being torn down, the building was vacant and caught fire in 2024 June, resulting in the tragic death of one person and injury of three others. It is a cautionary tale about the potential dangers of having unoccupied buildings in the neighborhood; we have info about land use and what we can do regarding empty lots.
