Overview

The next time you visit Hawthorne Studio to build or upgrade your hi-fi setup, glance across 63rd Street and you’ll notice an empty lot humming with heavy equipment—development has begun. Jenkins Properties is building the new Roosevelt Manor, a new 8-story, 131-unit apartment building with over 4,700 square feet of street-level commercial space. The building will offer a range of unit types, including studios, one-bedroom, two-bedroom, and reduced-rent apartments.

It will also have 37 parking spots and a bike room for up to 114 bikes.

The development team—Jenkins Properties, Euclid Development LLC, Public 47, and Sierra Construction—is targeting a 2027 opening.

Land Use Context

The original Roosevelt Manor was a four-story, 31-unit apartment building with street-level shops, built in 1960. Jenkins Properties has owned and managed the original Roosevelt Manor since the 2000s. In 2023, after acquiring the neighboring lot at 6215 Roosevelt Way NE, Jenkins Properties began planning the new Roosevelt Manor. The original building was subsequently torn down, and construction on the new one began in 2026.

The new Roosevelt Manor site is zoned as NC2-75 (M1), which took effect in April 2019 under City Ordinance 125791. That zoning code means a Neighborhood Commercial 2 that saw a moderate upzone and permits mid-sized commercial buildings with housing that are up to 75 feet tall. The new Roosevelt Manor fits the description of a building that features both commercial and residential uses.

The M1 in the zoning code also means the apartment is subject to the Mandatory Housing Affordability (MHA) program. Developers like Euclid Development LLC must either pay a fee or designate some of their units as MH affordable units. 9% of units must be MH affordable if MHA units will be provided. For the Roosevelt Manor, that means approximately 11 to 12 units.

According to Shaping Seattle, construction started in 2026 with the goal to open in 2027.

Issues and Solutions

Before being torn down, the previous Roosevelt Manor building was vacant and caught fire in June 2024, resulting in the tragic death of one person and injury of three others.
